Abstract

This paper examines the design, implementation and evaluation of public policies for the popular solidarity economy (PSE) in the municipality of Malvinas Argentinas, province of Buenos Aires. The research used a qualitative methodology with primary and secondary sources, focusing on three areas: the role of social organizations, the relationship between municipal managers and policy recipients, and the institutional structure of the PSE sector in the district. Malvinas Argentinas is considered a municipality "in transition" towards the PSE. This paper examines the broad structure of more than twenty agencies and departments linked to the PSE under three main secretariats: the Services Secretariat, the Secretariat of Government and Institutional Monitoring, and the Secretariat of Production, Industry and Environment.

Keywords: Popular Solidarity Economy (PSE), local public policies, social organizations, municipal management, Sustainable Development Goals (SDGs).
