Alternance, changement de référentiel et politique d’ESS : Bordeaux à l’ère post-Covid

Résumé

L’année 2020 a marqué une bifurcation inédite pour Bordeaux. En pleine crise du Covid-19, la ville a connu une alternance au profit d’une union de la gauche emmenée par les écologistes, alors qu’elle était dirigée depuis la Seconde Guerre mondiale par une majorité conservatrice. Cette situation inédite a eu pour conséquence un changement de référentiel d’action publique, et particulièrement de la politique économique. Auparavant axé sur l’attractivité territoriale autour de la marque « Magnetic Bordeaux », le référentiel s’oriente désormais sur les transitions en accordant un rôle clé à l’économie sociale et solidaire. Cet article s’intéresse au rapport entre l’alternance et le changement des cadres institutionnels, puis au cadrage politique et aux nouveaux instruments d’action publiques mis en œuvre, avant de terminer sur la coordination des politiques locales et la participation à une coalition de cause internationale en faveur de l’ESS.

Abstract

The year 2020 marked an unprecedented bifurcation for Bordeaux. In the midst of the Covid-19 crisis, the city has experienced a political change in favour of a left-wing union led by the ecologists, whereas it had been governed since the Second World War by a conservative majority. This unprecedented situation resulted in a change in the referential frame for public action, and particularly for economic policy. Previously focused on territorial attractiveness around the "Magnetic Bordeaux" brand, the referential frame is now oriented towards transitions by giving a key role to the social and solidarity economy. This article focuses on the relationship between the political change and the change of institutional frameworks, then on the political framing and the new instruments of public action implemented, before concluding on the coordination of local policies and the participation in an international advocacy coalition framework in favour of the SSE.
